It makes sense to meet a non-practicing Jew or Christian. Does it make sense to be a ‘non-practicing’ Muslim? Many Muslims in the west, might introduce himself ‘I am a non-practicing Muslim?’. To this person I must say ‘non-practicing Muslim’ and ‘non-Muslim’ are the same.
Islam consist of a firm believe system, which remains incomplete without physical actions triggered by the believe fundamentals. In other words, a person believing in Islam and agreeing on all rituals of Islam, yet does not performing any of these rituals will not be a Muslim.
Islam is a way of life that governs all faculty of human being. Islam has it’s solution for doing business, getting married, going to toilet, and managing a country. A Muslim is a true Muslim when he abides by Islamic rules in getting married as well as doing business and governing a country. If a Muslim is willing to abide by Islamic rules in getting married and funeral rituals, but does not want to do business according to Islam, then he is not a perfect Muslim. If a Muslim does not want to practice Islam at all in his life, and thinks Islam is only few personal rituals and is similar to Christianity (just visit Church on Sundays), then this person is not a Muslim.
Read the following verses:
O ye who believe! Come, all of you, into submission (unto Him); and follow not the footsteps of the devil. Lo! he is an open enemy for you. [02: 208]
Lo! this (Qur'an) is a conclusive word, It is no pleasantry. [86:13,14]
Believe ye in part of the Scripture and disbelieve ye in part thereof? And what is the reward of those who do so save ignominy in the life of the world, and on the Day of Resurrection they will be consigned to the most grievous doom. For Allah is not unaware of what ye do.[2:85]
So, the rituals of Islam is not Multiple choice, where you select your option. Quran divides the mankind into Good and Bad. There is nothing in the middle. There is forward or backward and nothing in Islam called stand in place. If you are not forwarding, you certainly are backwarding.
Read the following verses:
On the day when it cometh no soul will speak except by His permission; some among them will be wretched, (others) glad. [11:105]
Unto him of you who will advance or hang back. [74:37]
When you read Quran you surely will agree with me that Muslim and believer can not be so without physical actions of worship that is triggered by full conceptual believe and submission to Allah. Read this verse which shows the acts of worship of various kind emerging from deep faith and believe in Allah:
It is not righteousness that you turn your faces towards the East and the West, but righteousness is this that one should believe in Allah and the last day and the angels and the Book and the prophets, and give away wealth out of love for Him to the near of kin and the orphans and the needy and the wayfarer and the beggars and for (the emancipation of) the captives, and keep up prayer and pay the poor-rate; and the performers of their promise when they make a promise, and the patient in distress and affliction and in time of conflicts-- these are they who are true (to themselves) and these are they who guard (against evil).[2:177]

Indeed, We have sent down for you (O mankind) a Book, (the Qur'ân) in which there is your reminder (and Honor). Will you not then understand? [Quran al-Anbiay (21):10]
