When I consider this topic I'm always reminded of the story about the writer Anatole France.
On a visit to Lourdes he was looking at the huge pile of discarded crutches, walking-sticks and wheelchairs left by pilgrims cured by the miraculous waters. He turned to his companion and said:
"What? No wooden legs?"
The question may seem flippant, but it is a profound one. Why won't God heal amputees? Answer: 1. The implicit assumption in this question is that you are 100% sure that God never had healed amputees, and you are just questioning why? 2. But that is too difficult an assumption given the rich history of mankind. Had there been no divine scriptures, no one would have known about so many miracles. Had the scriptures said that whatever miracles within are the exhaustive complete list of miracles and none is available outside? Never.. 3. So, what is left is just your assessment around you (or just a place in France),and that was enough to extrapolate that across globe and across history... 4. What is so special about healing amputees? Is is more difficult to heal an amputee than to create heaven and seas and mountains and the wonderful human being? If tomorrow a live broadcast in a CNN breaking news showed this miracle will all atheist convert to theist? Probably God knew that the one who does not know how to solve simple arithmetics does not need to be given a problem in calculus. 5. Surgeons would be able to verify this, but I know that when a limb is cut-off (say a finger) and this limb was joined within certain hours (or days) before the nerves and veins are destroyed then it get's repaired, and that seems a normal natural process and nothing miraculous in it.. 6. If we considered trees to be living creatures -albeit primitive one- then cutting a branch would cause regeneration, which is also true in some reptiles -I guess. 7. Here is an Islamic world view: God has made this world a place of test (like an exam) and based on the action in this exam a person would get reward or punishment in the world hereafter. The essence of the Exam is to worship a God which you can not see by physical eyes but can see by your meta-physical eyes (reason). So, to earn reward or punishment the exam must be closed book and you must no know the question prior to the exam. Sensory miracles -like healing amputees- are like leaking exam questions or opening books in the exam, where there will be no point of marking the exam sheet. Similarly God -after revealing divine books like Koran- does not produce to the examinees sensory miracles that will violate the rules of exam. This is why most the miracles reported in ancient times -before revealing divine books- were particular to a community- where those who rejected God after seeing such a miracle were destroyed...Giving such explanation I would pray God not to heal amputees in front of mass public lest they will be destroyed when they reject God afterwards..

Indeed, We have sent down for you (O mankind) a Book, (the Qur'ân) in which there is your reminder (and Honor). Will you not then understand? [Quran al-Anbiay (21):10]
